In the Philippines, small and medium enterprises (SMEs) constitute 99.7% of all companies, contribute 32% to total GDP, and generate 70% of all employment. Commonly recognized as a catalyst for SME development, the business incubator is critical in aiming to reduce company mortality and unemployment rates, develop an entrepreneurial spirit, increase university-company interaction, develop a determined market niche, and promote technological development.

The ICTBI or Information and Communications Technology Business Incubator targets the current demand of local technopreneurs in the U.P. South S&T Park for a space where they can develop into competitive businesses. 
 The design focused on three objectives commonly considered as important factors of technological development: First, to establish an adoptable design model; second, to propose an alternative system flexible enough for changes associated with a technology-based enterprise; and third, to infuse key social spaces that can support formal and informal interactions. 

The ICTBI is the culmination of a research study by Paul Blasco for his final thesis at the College of Architecture, University of the Philippines, Diliman. The work garnered the Philip H. Recto Design Excellence Award for Best Undergraduate Thesis and represented the college in the 2009 Archiprix International.
